Abstract A program is presented for the study of collisions between heavy-ions. These include elastic, quasielastic, deep-inelastic and fusion processes. For the internal degrees of freedom of the two ions, we choose in TORINO the collective surface modes treated as dumped harmonic oscillators and incorporate the particle transfer as a statistical process.
