The impedance files are the zone-to-zone travel times by auto during the peak hour used as inputs to the TELUM 2010 land use model. For the Loop 1604 projects, there is only 2010 and 2020 travel times; for the Mobility 2040 projects, there is also 2015 travel times provided.
