Description
This dataset and information accompanies the paper "Do social and humanitarian assistance mediate the impacts of conflict on lives and livelihoods? Lessons from Ethiopia during the Tigray crisis" by Rachel Sabates-Wheeler, Camelia Vasilov, Mats Hoppenbrouwer, and Jeremy Lind. This research examines how conflict interacts with social assistance and humanitarian aid to shape household outcomes in crisis settings. Drawing on longitudinal data from PSNP-enrolled households in Ethiopia’s Amhara region, the study investigates whether and how assistance - both government-led and humanitarian - may have helped mediate the effects of conflict spillovers from the neighbouring Tigray region.

Steps to reproduce
The dataset contains household-level panel survey data from conflict-affected areas of Amhara region, Ethiopia, covering two time periods: • Time 0 (pre-conflict exposure): Early 2021, before the conflict reached the area • Time 1 (post-conflict peak): Late 2022, after the peak of the Tigray crisis in the area. All 1,014 households in the study were enrolled as Productive Safety Net Programme (PSNP) beneficiaries, and some households exited the PSNP during the study period. The dataset is structured in long format, with each household (hh_id) observed at both time points where data is available. Some variables, particularly those related to conflict experience and aid, were only collected at Time 1. Data sources include: • Household survey modules covering livelihoods, food security, consumption, displacement, perceptions of safety, and exposure to violence. • Self-reported conflict impact variables (e.g., asset loss, service disruption), collected only at Time 1, after the conflict had reached the area. • Constructed welfare indicators (e.g., per capita consumption), harmonized across both time points. All monetary values are deflated to ensure comparability over time. • Objective conflict exposure measures, derived from ACLED (Armed Conflict Location & Event Data Project), geolocated using household GPS coordinates. • Rainfall anomalies, computed using CHIRPS (Climate Hazards Group InfraRed Precipitation with Station data), also at the household GPS level. • Interviews with administrative officials at kebele and woreda level, conducted only at Time 1, capturing conflict evolution and expectations. Data collection was conducted by Laterite, as part of a research collaboration between the Institute of Development Studies (IDS) at University of Sussex and Laterite.
