The data contain a sample of 445 local bridges in Pennsylvania in need of reconstruction from 1992 to 2015 or the reconstruction year, whichever is earlier. All the bridges were authorized for reconstruction by the state legislature via passage of a bill called the "Bridge Bill Capital Budget" in 1992. For each bridge in a year, the data contain information on sufficiency rating, average daily traffic, detour length, and operation status obtained from the National Bridge Inventory. Moreover, the authorized reconstruction cost for each bridge comes from the Bridge Bill Capital Budget of 1992. Lastly, the annual budget for bridges in this sample is reconstructed based on the bridges that were actually reconstructed in each year.
