Description
This paper presents a public security policy for rural municipalities in Guatemala affected by illicit economies and the territorial control of drug trafficking organizations. Its purpose is to formulate an intervention that combines proximity policing, justice, productive development, citizen participation, technology, and socioeconomic reintegration. The study applied a qualitative and policy-oriented approach based on three semi-structured interviews with specialists who have experience in counternarcotics work, a documentary review, and a comparative analysis of international programs.
