Data from bibliographic and documentary research in a case study was carried out on the Terra Legal Amazônia Program, which was a land policy with a scope national, in force from 2009 to 2018. This study uses the comparative method longitudinal and documentary analysis.

The data was found on official Brazilian government websites and in journalistic sources,The analysis model developed in this study seeks, above all, to observe the main legal, organizational and technical changes that occurred in the Terra Legal Amazônia Program, between 2012 - the year in which Brazil became a signatory of the VGGT -, and 2018 - the last year of validity of this public policy -, in order to perceive whether there was compliance between national land policy and global land governance guidelines, in addition to seeking to understand the determining factors of compliance.
