The mp4 file size is the size of the video of the specified dimensions. While the 264 size is the size of the bitstream having 15 different levels. These levels are a mixture of various image scales, bit rate, and frame rate. The three offered scales are: the original, 1/2 the original, and 1/4 the original. While the 5 available frame rates are: the main and its 4 divisions (1/2, 1/4, 1/8, and 1/16).
