Description

Non-routine operation processes such as startups and shutdowns have always been a weak link in an industrial system due to its uncertainty and low frequency. However, many chemical enterprises tend to pay more attention to the normal activities while give less concern on the risk of non-routine activities. There is lack of a systematic and practical method to identify and evaluate the risk of non-routine processes. Our work continued to study the practical and convenient methods for site workers. In this manuscript, an integrated risk assessment for non-routine activities is presented to address three questions: how to guide to break down a non-routine process into steps, how to save time while considering procedure deviation as many as possible, and how to characterize the risk value of procedure deviation. The table shows the deviation-based risk assessment results for the water-jacket-heater startup process.
