From Welfare Assessment to Investability
Description
This dataset contains project-level data on European cross-border electricity interconnectors assessed in the ENTSO-E Ten-Year Network Development Plan (TYNDP) 2024 and their designation status in the PCI 2025 list. The dataset combines publicly available information on socio-economic welfare (SEW), capital expenditure (CAPEX), project maturity, and national development plan (NDP) inclusion. Project promoter type (TSO vs. non-TSO/private) was manually validated based on project descriptions and publicly available sources. The dataset was constructed to analyse how welfare-based assessments interact with institutional sequencing and regulatory prioritisation in European electricity infrastructure planning. All underlying data are derived from publicly available sources.

Steps to reproduce
1. Retrieve project-level data on electricity interconnectors from ENTSO-E TYNDP 2024 documentation. 2. Extract key variables including socio-economic welfare (SEW), capital expenditure (CAPEX), and project maturity. 3. Identify PCI 2025 designation status using the official EU PCI list. 4. Compile information on national development plan (NDP) inclusion from TYNDP documentation and national planning sources. 5. Manually validate project promoter type (TSO vs. non-TSO/private) based on project descriptions and public sources. 6. Estimate logistic regression models to analyse the relationship between welfare indicators, project characteristics, and regulatory outcomes.
