Description

In the legal doctrine the theme of the royalty as a bond from a concession contract with a local public authority is insufficiently approached independently. Many specialists in the legal field from the Republic of Moldova and Romania mention royalty in their works as the price of the contract or the payment obligation, the material part of the contract. Due to the fact that royalty in the delegation contracts of the services is not regulated nationwide, but setteled through the viewpoint of the legal regime by case-law of the concession contract, royalty and contractual clause, it is negotiated between the grantor and the concessionaire. The conceptual and legal gaps in the field of drinking water supply, sewerage and wastewater treatment allows public enterprises to develop activities in a very profitable field.
