This dataset contains 654 respondent-level records from small and medium-sized enterprise (SME) suppliers and potential suppliers across 14 African countries, providing cross-country evidence on participation in public procurement and the mechanisms that shape supplier access, implementation credibility, administrative stewardship, strategic demand, and supplier upgrading. It combines respondent and organisational profiles, procurement experience measures, country and procurement-system classifications, rubric-scored indicators, composite scores, and an open-ended validation item, making it suitable for comparative research on how public procurement systems support SME participation and capability development in Africa.
