Vultures among the sunflowers: the racial question in the Brazilian graduate education system

This file consolidates the empirical corpus and analytical scripts underpinning the research. The first section presents the R source code used in the quantitative phase, detailing the parameters for the permutation tests, non-parametric regressions (Theil-Sen), and bootstrapping applied to the demographic historical series (2010–2024) of CAPES's upper and middle management. The second section compiles the complete qualitative corpus, consisting of the original transcriptions of requests, responses, administrative appeals, and disciplinary complaints processed via the Brazilian Access to Information Law (LAI) alongside CAPES, the Comptroller General of the Union (CGU), the Ministry of Education (MEC), and the Ministry of Racial Equality (MIR). Together, these records officially document the institutional omission and refusal to collect racial data regarding the Brazilian graduate education faculty, providing the material basis for the discourse analysis and the theoretical formulation of the racialized counter-bureaucracy concept.
