INDUSTRIAL FISHING VESSELS DATA FOR SAFETY LEVEL APPROACH
Description
This data contains information related to the safety regime for industrial fishing vessels starting from the regulatory framework and its development at International level and at EU level. After consultation with stakeholders, it shows how the value of the EU-15 and EU-28 industrial fishing vessels dataset in the period 2000 to 2017 was established and the cost of safety measures calculated for each ship and the whole fleet. Following EU dataset net benefits were assigned to the ship based on the fishing technique and fishing gear in each of the main fishing regions. It was also explored how insurance costs could be used correlate with the benefits of the fishing vessel fleet. With a separate EU dataset with industrial fishing vessel accidents, risks per length ranges were calculated and compared with one of the most important EU countries. This would later help in the assessment of societal risk. Finally an assessment of risk reduction was made that would make the cost of implementation of measures effective.

Steps to reproduce
The data obtained was able to be applied to 32,000 EU industrial fishing vessels (FVs) per year with the aim to study the cost of implementation of safety measures. Following this benefits could also be calculated for each fishing vessel depending on the fishing gear and fishing vessel technique. In order to be able to find correlations with the net benefit insurance premiums were explored and also extrapolated to the 32,000 industrial fishing vessels. By using an accident database individual risks were calculated for the fleet and the potential loss of life was also calculated using the potential loss of life per year using UN and World Bank Data. Finally, the necessary risk reductions to make the safety measures cost effective were assessed
