The search was restricted to literature referencing the term ‘State aid’ in the title, abstract, or keywords, irrespective of including the term subsid*. Only English-language publications up to July 15, 2023, were considered without a specific start date. Given the specificity of the State aid framework in the EU the literature was limited to investigations of a general scope (i.e. not related to a specific country or region) or specifically related to the EU area and its Member States . This analysis was based on the title, abstract, or keywords. To restrict the review to State aid from a public policy perspective, only documents that met the following criteria were included in the next step: - they were published in social sciences journals under the categories of ‘public administration,’ ‘sociology and political science,’ and ‘political science and international relations.’ - the authors are affiliated with departments related to ‘political science,’ ‘politics,’ ‘policy,’ ‘governance,’ ‘government,’ ‘public administration,’ and ‘international relations.’ - the abstract is relevant to the public policy process and State aid. - the ‘author keywords’ or ‘index keywords’ include relevant terms within the public policy area. Subsequently, the full text of each article was examined to determine its relevance in the context of the policy process involving State aid and Member States. Additionally, full books, book introductions, book or literature reviews, editorials, and conference papers were also excluded at this stage.
