Pax Silica in the Philippines: A Contemporary Documentary Analysis

This study proposes that Philippine participation in Pax Silica has the potential to strengthen the country's integration into higher-value technology and manufacturing global value chains, provided that investment is supported by human-capital development, technology transfer, local industry participation, infrastructure, and effective governance. The study uses secondary data from publicly available government documents, international and industry reports, scholarly literature, policy documents, and credible news sources covering 2025–August 2026. The data were analyzed chronologically and thematically according to economic opportunities, technological upgrading, human capital, logistics, environmental sustainability, governance, and economic security. The findings indicate substantial potential for investment, employment, advanced manufacturing, semiconductor development, artificial intelligence, critical-mineral processing, and logistics integration. However, projected investment and employment figures are treated as anticipated outcomes rather than realized results. The analysis further indicates that Pax Silica's long-term value will depend on technology transfer, skilled Filipino employment, local supplier participation, research and development, and sustainable environmental governance. Overall, the evidence suggests that Pax Silica represents an opportunity for Philippine industrial upgrading, but participation alone does not guarantee sustainable national development. Future research should assess actual investment, employment, technology transfer, domestic value creation, and environmental outcomes as implementation progresses.

Steps to reproduce
The study used a qualitative historical-documentary research approach based exclusively on secondary data. Relevant documents published from 2025 to August 2026 were identified through official government websites, international organizations, industry associations, scholarly databases, institutional reports, and credible news sources. Documents were selected based on their relevance to Pax Silica, Philippine participation, semiconductors, artificial intelligence, advanced manufacturing, critical minerals, logistics, and economic security. Sources were screened for authority, relevance, date, authenticity, and consistency, then organized chronologically and thematically. The data were analyzed through documentary analysis and thematic coding, with information cross-checked across independent sources. No primary participants, laboratory materials, or experimental instruments were used. The workflow consisted of source identification → screening and authentication → data extraction → chronological and thematic coding → source triangulation → interpretation. This procedure provides a reproducible basis for future researchers to update the dataset as additional Pax Silica-related evidence becomes available.
