This dataset was meticulously constructed by extracting and digitizing operational records from the 'Freedom of Navigation (FON) Reports' officially published by the U.S. Department of Defense (DoD), which are available at https://policy.war.gov/FON/. The data encompasses the implementation status of FON operations conducted from Fiscal Year 1991 (FY1991) through Fiscal Year 2024 (FY2024).
