Intervenir en el patrimonio arquitectónico hacia su accesibilidad universal: Desafíos en los bienes con funciones culturales de Mar del Plata

La accesibilidad al patrimonio arquitectónico y urbano, comprendida en el marco de los Derechos Humanos, constituye un campo en donde las intervenciones materiales resultan de singular importancia para promover el disfrute de los bienes por parte de toda la sociedad. En este sentido, aquellos afectados con funciones culturales, en particular las edificaciones patrimoniales surgidas en otros tiempos sociales y tecnológicos, suelen requerir modificaciones específicas para lograr su acceso universal. Por ello, resulta de interés reflexionar sobre los desafíos que este tipo de legados presentan en Mar del Plata. En esta dinámica ciudad costera, las definiciones adoptadas en la intersección del patrimonio y la accesibilidad, exhiben tensiones que requieren ser analizadas. Mediante una investigación principalmente cualitativa, con el aporte de fuentes primarias y secundarias enlazadas, en el presente artículo se indaga la interrelación planteada para reconocer problemas, reflexionar sobre sus causas y, así, comenzar a posibilitar respuestas para optimizar el tratamiento de la accesibilidad a los bienes locales con usos culturales. De esta forma se esperan iluminar nuevos caminos en el marco marplatense y, en paralelo, en otras urbes con similares conflictos irresueltos.

Accessibility to architectural and urban heritage, understood within the framework of Human Rights, constitutes a field where material interventions are of singular importance to promote the enjoyment of goods by the entire society. In this sense, those affected with cultural functions, particularly heritage buildings that emerged in other social and technological times, usually require specific modifications to achieve universal access. Therefore, it is interesting to reflect on the challenges that this type of legacies present in Mar del Plata. In this dynamic coastal city, the definitions adopted at the intersection of heritage and accessibility exhibit tensions that require analysis. Through a mainly qualitative research, with the contribution of linked primary and secondary sources, this article investigates the interrelationship raised to recognize problems, reflect on their causes and, thus, begin to enable responses to optimize the treatment of accessibility to the local goods with cultural uses. In this way, they hope to illuminate new paths in the Mar del Plata framework and, in parallel, in other cities with similar unresolved conflicts.
