Analyse, enjeux et recommandations du projet transaqua

Résumé L’eau, de par son caractère indispensable, constitue l’un des enjeux majeurs pour l’humanité. Dans un monde marqué par une forte inégalité dans la distribution des ressources en eau, le transport de l’eau ne cesse de se développer, donnant lieu à des projets d’ampleur inédite tel que le projet de transfert des eaux du bassin du Fleuve Congo vers le lac Tchad. Se basant sur la méthode d’analyse documentaire, il découle que l’évaporation, l’infiltration, les actions anthropiques, le régime irrégulier de la rivière Chari à cause des étiages forts, la déforestation et la baisse de la pluviométrie expliqueraient le phénomène de rétrécissement accéléré du Lac-Tchad observé depuis un certain temps. Selon certains auteurs, c’est l’ensablement qui serait à la base de l’assèchement du Lac Tchad. Nous pensons qu’avant la mise en exécution de ce projet, il faudrait qu’une équipe d’experts multidisciplinaires des pays demandeurs et donneurs soit établie dans le but de mener des études approfondies sur le terrain afin de connaître les raisons réelles d’assèchement du Lac et de prévoir les études d’impacts environnementaux et sociaux dans le bassin du fleuve Congo. In a world marked by a strong inequality in the distribution of water resources, the transport of water does not cease developing, giving place to projects of unprecedented scale such as the project of transfer of water of the Congo River basin towards the Lake Chad. Based on the method of documentary analysis, it follows that evaporation, infiltration, anthropic actions, the irregular regime of the Chari River due to high low water levels, deforestation and the decrease in rainfall would explain the phenomenon of accelerated shrinking of Lake Chad observed for some time. According to some authors, it is the silting up of the lake that is at the root of the drying up of Lake Chad. We believe that before the implementation of this project, a team of multidisciplinary experts from the requesting and donor countries should be established in order to carry out in-depth studies in the field in order to know the real reasons for the drying up of the Lake and to foresee the environmental and social impact studies in the Congo River basin.
