There are three provinces selected as survey sites, including Cao Bang, Ha Giang, and Son La. Reason for selection: they are a border province where many ethnic minorities migrate freely. In these provinces, there are intra-regional migration, cross-border migration, and migration to the Central and Central Highlands with complex characteristics (Office, 2016). Survey 300 persons in three selected by random sampling method. Survey method: Ask for opinions by questionnaire. Survey subjects according to households, managers, and experts with a sample structure of 300 votes. It divides into specific: 150 votes for managers and experts and 150 votes for households.
