Best City Survey
Description
The dataset presents survey data from a comparative urban quality of life study conducted across 28 cities in Serbia. The questionnaire design draws on methodological approaches and indicator frameworks developed within Eurostat’s Urban Audit and perception surveys, the European Commission’s Quality of Life in European Cities surveys, UN-Habitat’s City Prosperity Initiative (CPI), ISO 37120, and the Sustainable Development Goals (SDG) agenda. Urban quality of life is assessed through ten multidimensional domains that jointly provide a comprehensive profile of city well-being and urban sustainability. The questionnaire captures perception-based indicators covering areas such as personal safety, healthcare accessibility, educational infrastructure, employment opportunities, entrepreneurship conditions, housing affordability, municipal services, mobility and transport systems, environmental quality, institutional trust and governance, cultural and recreational opportunities, digital public services, and social inclusion. Information was gathered from two respondent groups — the general population and knowledgeable elites — allowing comparison between citizens’ perceptions and expert-informed evaluations of urban quality of life and city performance. The database is intended to support comparative urban analysis, city benchmarking, composite index development, and research focused on subjective well-being, urban sustainability, governance quality, and local development policies.
