Description

Post-disaster restoration must balance limited electricity supply with virtual power plant (VPP) service commitments. This paper proposes a scenario based mixed-integer scheduling framework linking energy delivered to customer classes with service revenue, outage compensation, and soft minimum service targets. Building on established methods for line repair, radial reconfiguration, distributed generation, stationary storage, and mobile storage, it adds a settlement layer connecting operational decisions to service contracts. Physical restoration, cash profit, and compliance penalties are evaluated separately under consistent rules. Tests on IEEE 33-bus and 118-bus distribution systems show that fixed and mobile resources reduce unserved energy, while differentiated contracts influence allocation among customer classes. Positive cash returns may occur even when service targets are missed. Sensitivity studies examine scenario weights, prices, compensation rates, and contract components. An angle-free second-ordercone branch-flow reoptimization reports voltage bounds and conic-relaxation residuals separately from the active-power baseline. Within the constructed stress tests and stated equipment assumptions, the framework provides transparent decision support for balancing restoration, settlement, and service compliance.
