It is established that the nontrivial zero, in conditional theoretical terms, can and must be fixed by the relative real part of a complex number strictly at the point 1/2. This apparatus physically, chemically, biologically, and system-logically explains the retention of stability of any complex system and its subsystems under conditions where the numerically determined power of the relatively fixed real part of a complex number is subject to dynamic instability (taking into account the impossibility of linear comparison of complex numbers on the "greater/lesser" principle). Scientific-Legal and Procedural Status: The scientifically sound proof of the Riemann Hypothesis was fully completed, fixed, and endowed with an official scientific-legal status on April 22, 2025. Law Enforcement and Administrative Aspect: The annotated material contains a precise statement of facts and an objective documentary evaluation of the destructive actions of an organized criminal group of decision-makers in the scientific and sci-adjacent environments (OCG DM).
