Description

The focus of this research was to study the development of open government data portals in the 28 countries of the European Union. The evolution of several parameters and indicators over a period of 3 years in the official national open data portals were observed. Data were manually obtained from existing public data sources and official open government data portals available on the Web. Clustering analysis was applied for grouping similar countries with respect to different indicators. Clustering was carried out using Density-based spatial clustering of applications with noise (DBSCAN); cluster validation was carried out using the Davies–Bouldin index. This dataset is used in the paper "Open government data portals in the European Union: Considerations, development, and expectations" https://doi.org/10.1016/j.techfore.2019.119769
