Description

Purpose: Vocational education increasingly depends on collaboration among educational institutions, industry, government, and other stakeholders. However, evidence remains fragmented across collaboration, governance, curriculum alignment, work-based learning, institutional capability, and workforce outcomes. This systematic literature review synthesises these perspectives and identifies research gaps, particularly in vocational-high-school contexts. Design/methodology/approach: A systematic literature review was conducted using Scopus. Following predefined screening and eligibility procedures, 115 records were identified, with 41 studies retained for final synthesis. Data were thematically coded according to stakeholder configuration, collaboration forms, governance mechanisms, educational translation, institutional conditions, and vocational outcomes. Findings: Eight themes emerged, led by skills alignment, employability and workforce readiness (68.3%), multi-stakeholder ecosystem collaboration (61.0%), and collaborative governance (51.2%). The findings indicate that stakeholder presence alone does not ensure meaningful collaboration; collaboration depth, governance, educational translation, and institutional capability shape vocational responsiveness. Originality/value: The review integrates fragmented perspectives and identifies gaps concerning collaboration quality, governance, stakeholder-to-curriculum translation, institutional capability, vocational-high-school contextualisation, and digital and sustainability transitions. A Hexa-Helix perspective is identified as a potential future research lens.
