Method: A cross-sectional study with a quantitative approach was conducted using a survey strategy applied to firefighters from a state in southeastern Brazil. Exploratory factor analysis of a sample of 382 participants was employed to explore the underlying structure of the data and reduce its dimensionality. Subsequently, the median test was used to compare the central tendency between non-parametric samples. H1: Firefighters’ perceived discretion was not significantly altered during the pandemic. H2: Individual aspects of firefighters’ work were not significantly altered during the pandemic. H3: Institutional aspects of firefighters’ work were not significantly altered during the pandemic. Results: The findings revealed significant differences in individual aspects of firefighters' performance during the pandemic but not in institutional factors or perceived discretion. There was an increase in the variance of individual aspects during the pandemic, suggesting greater heterogeneity in participants’ responses. On the other hand, the reduction in response skewness indicated a shift in data distribution, making it more symmetrical.

Steps to reproduce
In the first stage, 27 items were adapted to an 11-point Likert scale (Likert, 1932), ranging from "strongly disagree" (0) to "strongly agree" (10). After expert review, ten individuals from the target population—excluded from the final sample—participated in a pilot test (Daniels & Minot, 2020). This process helped assess the conceptual coverage, wording clarity, relevance of the items, and overall questionnaire structure (van Engen, 2017). Revisions yielded a final version comprising 21 latent variables. The questionnaire was divided into two identical sections. In the first, participants answered based on their pre-pandemic work experience; in the second, they responded based on their experiences during the pandemic. This structure was designed to clearly distinguish between the two periods. The instrument employed established measures used in street-level bureaucracy studies to assess variation across time.
