CARE-R Antakya Post-Earthquake Road Accessibility Restoration: Open-Data Provenance and Reproducibility Package
Description
This repository supports a robust, equity-aware post-earthquake road-restoration model for Antakya, Türkiye. It contains the open-data source manifest, model configuration, age-related weighting scenarios, road-closure validation schema, prespecified computational experiments, controlled-verification summary, policy comparison results, reporting protocol, data dictionary and integrity checks. The framework links crew routing on an endogenously reopening road network to the timing and distribution of critical-service accessibility. Directly mapped road damage is kept separate from building-derived closure candidates, which are evaluated at 10, 20 and 30 m using precision, recall, Jaccard similarity, false-positive rate and clustered-job counts. Third-party geospatial source files are not redistributed; official retrieval endpoints and temporal references are documented in the source manifest. The controlled-verification results document the mathematical implementation and are not empirical estimates of Antakya field operations.

Steps to reproduce
1. Retrieve the official source layers listed in data/source_manifest.csv and record local filenames, versions, retrieval dates and checksums. 2. Reconstruct the pre-event road network at 5 February 2023 and complete topology checks. 3. Attach critical facilities and population cells using documented distance rules. 4. Construct directly observed and building-derived road-closure candidates. 5. Validate the 10, 20 and 30 m buffer rules using scripts/validate_buffer_metrics.py. 6. Generate productivity scenarios, candidate service paths and the time-expanded crew network. 7. Solve CARE-R lexicographically: maximise worst-scenario access, minimise maximum neighbourhood deprivation under the efficiency guard, then minimise crew travel. 8. Replay the solution independently and complete out-of-sample feasibility tests. 9. Export event-scale tables and maps only from the signed output manifest.
