Description

The V-EVID (Veterinary Vaccine Evidence-Informed Decision-making) framework is a structured, transparent and operational multi-criteria decision-support framework for the prioritisation, adoption, and procurement of veterinary vaccines. It is provided as a multi-sheet Excel workbook containing the complete V-EVID framework and a worked product-comparison example. The framework comprises 38 core indicators across five domains: • Domain A – Vaccine Characteristics, Innovation and Accessibility (9) • Domain B – Efficacy, Effectiveness and Safety (8) • Domain C – Pathogen, Disease and One Health Impact (8) • Domain D – Full Economic and Societal Value (4) • Domain E – Governance, Supporting Systems, Socio-Ethical and Implementation (9) Each indicator is scored on a 5-point ordinal scale with explicit operational anchors and is accompanied by: (i) an operational definition; (ii) an evidence basis; (iii) illustrative 1–5 anchors; (iv) an Evidence Confidence Flag (High / Moderate / Low); (v) an N/A rule; and (vi) an uncertainty rule. Domain scores are calculated as the arithmetic mean of applicable indicators. The overall V-EVID score is the equal-weighted sum of the five domain scores (20% per domain), with optional context-specific weighting permitted where justified and accompanied by sensitivity analysis. A 13-criterion rapid assessment set (sV-EVID) is also included for low-resource or time-constrained settings. It uses equal weighting and simple averaging and incorporates five paired criteria (4, 5, 8, 12 and 13), each computed as the arithmetic mean of its two constituent ratings. Where one component is not applicable, the score of the remaining applicable component is retained. The workbook contains the following sheets: 1. Executive Summary & TOC – workbook index, model metadata, key results, and interpretive bands. 2. Tool Comparison Matrix – 21-dimensional comparison of V-EVID against CAPACITI, SMART Vaccines 2.0, FVVA, GRADE EtD, and GBADs. 3. Indicator Architecture – complete 38-indicator architecture, operational definitions, scoring anchors, and mapping to the 13-criterion sV-EVID rapid set. 4. Product Comparison (FMD) – worked example scoring two EuFMD PQv-prequalified FMD vaccines (BIOAFTOGEN, PQv22-001, and DECIVAC FMD DOE, PQv22-003), using evidence from EuFMD PQv Public Summary Reports. 5. Economic Evidence (Domain D) – synthesis of published FMD vaccination economic evaluations and the rationale used for Domain D scoring. 6. Aggregation & Sensitivity – domain score ranges, equal-weighted overall score ranges, arithmetic midpoints, and sV-EVID rapid-set aggregation and sensitivity analysis. 7. Reference Library (110 Sources) – complete 110-source bibliography in the intended Vancouver style. The 21 references cited in the main manuscript are numbered separately in the order of citation.

Steps to reproduce

1. Open the workbook. It contains the V-EVID (Veterinary Vaccine Evidence-Informed Decision-making) framework and a worked FMD product comparison. 2. "Executive Summary & TOC" gives metadata, citation strategy and FMD comparison results. 3. "Indicator Architecture" contains the 38 V-EVID indicators (A1–E9) with definitions, evidence basis, 1–5 anchors, confidence guidance, N/A/uncertainty rules, key references and sV-EVID mapping. 4. "Product Comparison (FMD)" scores BIOAFTOGEN (PQv22-001) and DECIVAC FMD DOE (PQv22-003) across 38 indicators using EuFMD PQv Public Summary Reports. Flags: [H]=High, [M]=Moderate, [L]=Low, [NR]=Not Reported/Data Gap. Ranges cover uncertain evidence; N/A indicators are excluded from the domain denominator. Scores are illustrative, not definitive product assessments. 5. "Aggregation & Sensitivity" computes domain min/max/midpoints, equal-weighted (20% per domain) overall V-EVID ranges, and the 13-criterion sV-EVID rapid set. Paired criteria (4, 5, 8, 12, 13) are arithmetic means; if one is N/A, the other is used. All formulae and paired-criteria rules are in this sheet. 6. "Economic Evidence (Domain D)" summarises published FMD vaccination BCRs and economic evaluations (Vietnam, Pakistan, Rwanda, Ethiopia, global syntheses) and D1–D4 rationale. Sources supplement the Reference Library; any not listed there should be cited directly from the sheet after verification. 7. "Reference Library (110 Sources)" lists 110 entries in intended Vancouver style. The 21 main-manuscript references are numbered separately in citation order. 8. To apply V-EVID: define the decision unit (vaccine, disease, host, geography); score each applicable indicator on the 5-point scale using published evidence and official data; assign H/M/L confidence; record N/A and exclude from domain denominator; record ranges for uncertain evidence; compute domain means and equal-weighted overall score; optionally apply AHP weighting with sensitivity analysis; interpret as ≥4.0 higher priority, 3.0–3.9 intermediate/conditional, <3.0 lower priority. 9. For rapid screening, use the sV-EVID 13 criteria: same 5-point scale, paired criteria as means (or applicable component if N/A); overall score = simple average; interpret against the same bands.
