This dataset supports the manuscript “Safety for Whom in the Just Transition? Occupational Risk, Worker Voice, and Recognition Gaps in Coal Phase-Out Governance.” It contains the final evidence-level dataset comprising 309 records derived from 31 publicly accessible legal, policy, regulatory, project, audit, and implementation documents from Poland, South Africa, and South Korea. The deposit also includes the frozen 41-code Codebook V1.1, the final source catalogue with official links, country-by-domain descriptive profiles, and a public data dictionary. The materials support the reported comparative analysis of occupational safety and health, worker voice, recognition breadth, accountability, and implementation in coal phase-out governance.

Steps to reproduce

1. Download and extract Coal_PhaseOut_Governance_Supporting_Data_V1.zip. 2. Consult ERSS_Data_Dictionary_Public.csv for definitions of all public data fields. 3. Use ERSS_Final_Analytic_Evidence_Public.csv as the final evidence-level dataset. Each row represents one coded evidence unit and is identified by Evidence_ID. 4. Link evidence records to ERSS_Source_Catalog_31.csv using Doc_ID to inspect document titles, dates, status, and official source URLs. 5. Interpret Code_ID using the definitions and operational rules in ERSS_Codebook_V1_1.csv. 6. ERSS_Country_Domain_Profiles.csv contains the country-by-domain descriptive profiles reported in the manuscript. 7. Detailed document-selection, coding, verification, aggregation, and sensitivity-analysis procedures are described in the manuscript and Supplementary Material. No executable analysis code is included in this public deposit.
