Many countries have adopted large fiscal stimulus packages in response to the COVID-19 pandemic. Green fiscal stimulus, which is aimed at both stimulating the economy and preserving the environment, has been pervasive. We provide a new dataset for G20, The Green Energy Policy Index, which is useful for characterizing the greenness of the policy response to the COVID crisis. We believe this dataset will be useful to researchers who wish to evaluate the ex-post effects of green versus brown interventions during this episode. This submission documents the steps taken to create our index.
