The facts are documented within the framework of a year-long testing process (from June 30, 2025, to June 30, 2026) of the invariant MD-component. This component includes a mechanism for transmitting objective information to decision-makers in the scientific and academic-related environment regarding the fact of the completed and scientifically valid (since April 22, 2025) proof of the Riemann Hypothesis — a Millennium Prize Problem for humanity, classified as mathematics by formal criteria. The document records a systemic methodological and institutional crisis in the modern academic environment, manifested in the willful criminal actions of decision-makers in the scientific and academic-related environment directed against the rights and freedoms of the global community, including the academic one, as well as the rights and freedoms of human beings and the author. The document and supplementary materials disclose to a necessary and sufficient degree the unlawful activities of an international organized criminal group of decision-makers in the scientific and academic-related environment (OCG DM). The characterization as "fraud" with the necessary and sufficient features of global corruption rests on an irrefutable, documented basis directly linked to the allocation and control of substantial financial and reputational flows, which can be confirmed by ordering a comprehensive expert examination (legal scientific, scientific technical, scientific medical, scientific managerial, financial economic, etc.) covering the full range of actors, including auditing firms. This document has been prepared in two international languages – English and Russian. A copy of the document has been sent to lawyer, First-Class Attorney Karimov U. A. and his group of independent experts for inclusion in the case materials.
