Internet Accessibility as a Human Right
Description
This study uses a qualitative descriptive theoretical research design, which is suitable for analyzing complex social and policy issues such as internet accessibility as a human right. The design focuses on systematically describing, interpreting, and synthesizing existing literature, policy documents, and institutional reports to develop a coherent understanding of digital access within a human rights framework. Rather than testing variables or measuring causal relationships, the descriptive-theoretical approach allows the study to critically examine concepts, identify patterns in scholarly and institutional sources, and develop a conceptual interpretation of internet accessibility as a fundamental human right. This design is particularly suitable for emerging and interdisciplinary topics where empirical datasets are limited but theoretical and policy discussions abound. Through this approach, the study combines perspectives from international organizations, academic literature, and policy frameworks to create a unified argument that supports the recognition of internet access as a fundamental human right and global public good.

Steps to reproduce
This study employed a qualitative descriptive–theoretical approach using secondary data analysis. To ensure transparency and reproducibility, the following steps were undertaken: First, relevant and credible sources were identified through systematic desk research. These included reports from international organizations such as the United Nations (2020–2025), the International Telecommunication Union (ITU), the World Bank, and peer-reviewed journal articles focused on internet accessibility, digital inclusion, and human rights. Second, inclusion criteria were applied to select only materials that were published within the specified time frame, written in English, and directly relevant to internet accessibility, digital inequality, or human rights frameworks. Irrelevant or duplicate sources were excluded to maintain focus and consistency. Third, all selected documents were organized and reviewed using a structured reading and coding process.
