This study aims to evaluate the top 18 seaports' operational efficiency in the context of Vietnam. First, the DEA resampling technique is applied to forecast the next three years of data (2018–2023) with Lucas weight prediction. Second, the DEA Malmquist model is employed to evaluate the productivity change level.
