This dataset contains qualitative research materials derived from a Focus Group Discussion (FGD) conducted in South Bandung Regency, Indonesia, examining the governance dynamics, institutional capacities, and value regimes shaping the potential development of astrotourism. The study situates natural darkness and night skies as emerging tourism resources and investigates how different actors interpret, negotiate, and institutionalize their value within tourism development frameworks in the Global South. The dataset supports an analysis of how “darkness” is socially constructed, institutionally framed, and positioned within competing development rationalities.
