Ukraine's Sovereign and Quasi-Sovereign External Debt (Government + National Bank of Ukraine), 2015-2025

This dataset provides an annual (end-of-year) time series of Ukraine's sovereign (general government) and quasi-sovereign (National Bank of Ukraine) gross external debt, broken down by maturity (short-/long-term) and by instrument (debt securities, loans/credits, SDR allocation), for 2015-2025. The dataset supports research on the institutional structure of Ukraine's sovereign external financing, including the growth of official multilateral and bilateral support after 2022 relative to market debt-securities issuance. METHODOLOGY & SOURCES All components are taken directly from the National Bank of Ukraine's official Gross External Debt publication and are not estimated or interpolated, with the sole exception of sovereign_quasi_total_uah_mln, which is calculated by the author as the sum of gov_total_uah_mln and nbu_total_uah_mln. IMPORTANT LIMITATION: the source publishes government and NBU external loans as a single "Кредити" (Loans/credits) aggregate per maturity band. It does NOT break loans down by type of creditor. This means gov_credits_uah_mln and nbu_credits_uah_mln combine official/concessional lending (IMF, World Bank, EU, bilateral partners such as G7 governments) together with any market-sourced loans, and this dataset cannot be used on its own to isolate the share of official versus market lending within the loans component. Only the broader split between debt securities (gov_bonds_uah_mln / nbu_bonds_uah_mln, predominantly market-issued and domestic FX-denominated government bonds) and loans/credits (gov_credits_uah_mln / nbu_credits_uah_mln) is supported by the source.
