Dataset of Policy Actors, Institutional Roles, and Regulatory Arrangements
Description
This dataset contains structured information on policy actors, institutional roles, and regulatory arrangements associated with the implementation of the School Children’s Snack Food Program (PJAS) in Bandung City, West Java, Indonesia. The dataset was developed using semi-structured interviews with stakeholders involved in PJAS implementation at municipal, provincial, and national levels, complemented by analysis of relevant regulations, policy guidelines, institutional documents, and supporting materials. Information from interview and documentary sources was compared and consolidated to improve the consistency and completeness of the dataset. The dataset is provided in spreadsheet format and contains three main components: (1) policy actors and institutional characteristics, including institutional affiliation, governance level, sector, and relevant characteristics; (2) institutional roles and responsibilities, including functions, responsibilities, roles, and forms of involvement in PJAS implementation; and (3) regulatory arrangements, including regulations, ministerial decrees, guidelines, and other policy documents supporting the identified institutional functions and responsibilities. Regulatory documents are recorded using their original Indonesian titles together with English translations to facilitate use by international researchers. The dataset includes national and local policy instruments related to food safety, nutrition, health, education, school health programs, and healthy food environments. Bandung Mayor Regulation No. 8 of 2026 concerning the Implementation of a Healthy Food Ecosystem in the School Environment in Bandung City is included as an important local regulatory reference. The dataset can be reused for research on policy implementation, institutional coordination, multi-actor governance, food safety governance, nutrition policy, school health, and school-based public health interventions. It may also support comparative studies of institutional arrangements and provide baseline empirical material for further research on inter-organizational relationships and policy networks. No network centrality calculations, network visualization, or Social Network Analysis were performed in preparing this dataset.
