Collaborative digital transformation - Youth in Indonesia

This study is concerned with the development and evaluation of an instrument to measure the perception of collaborative digital transformation (CDT) among young citizens in West Java, Indonesia. As digital transformation (DT) drives the digital society, the government plays an important role in guiding this change and emphasising inclusive policy making. Youth are key to this process due to their digital adaptability. This study combined the principles of collaborative governance (CG) with digital transformation and analysed survey data from a sample of 717 young people. This study aims to (1) identify youth perceptions of DT in the public sector, (2) assess the impact of government goals and priorities on fostering a collaborative digital environment, and (3) propose recommendations for increasing youth participation in digital governance. At the centre of this study is the following research question: Do young citizens perceive digital transformation in the public sector as a collaborative endeavour involving multiple stakeholders, with the government having the responsibility to facilitate this process? The exploratory factor analysis revealed three different factors: DT priorities, DT success factors and CG success parameters. Structural equation modelling yielded a strong and corelated three-factorial CDT model that passed several goodness-of-fit tests, including the Root Mean Square Error of Approximation (RMSEA = .62) and the Comparative Fit Index (CFI = .963). The results emphasise the importance of inclusive digital initiatives and the important role of youth in promoting a digitally inclusive society.
