Early Implementation Data and Official Sources for Türkiye's Deposit System for Packaging (DOA), July–September 2026.
Description
This dataset documents the early national implementation of Türkiye’s Deposit System for Packaging (DOA), an economic policy instrument designed to encourage the return of eligible beverage packaging. It was compiled to examine the early development of the system following its nationwide rollout on 1 July 2026 and to provide a transparent record of the official sources used to describe this period. The quantitative data show the cumulative number of packaging units collected and registered users at selected dates between 1 July and 5 September 2026. By the end of the 67-day observation period, approximately 205.7 million packaging units had been collected and around 3.2 million users had registered. The data therefore document substantial early uptake of the system. They also show that cumulative packaging collection increased more rapidly than registered participation over the observation period. These patterns should be interpreted as descriptive evidence of the early response to DOA rather than as a causal estimate of the effect of the refund alone. On 1 July 2026, the refund value increased from 0.25 to 1 Turkish lira at the same time that the system expanded nationally to all 81 provinces. The effects of a stronger economic incentive and wider access to return infrastructure therefore cannot be separately identified from these aggregate data. The dataset also does not establish what would have happened to the collected packaging in the absence of DOA. In addition to the quantitative series, the workbook contains a source log of official announcements and communications used to document the early implementation and development of the system. The dataset can therefore be used both to examine early aggregate trends in collection and participation and to trace reported developments back to their original official sources.

Steps to reproduce
The dataset was compiled from publicly available official sources related to the early implementation of Türkiye’s Deposit System for Packaging (DOA). Sources were identified from official announcements published by the Republic of Türkiye Ministry of Environment, Urbanization and Climate Change, information provided by the Türkiye Environment Agency (TEA), and posts published on the official X account of the Minister of Environment, Urbanization and Climate Change. The observation period covers the national rollout of DOA from 1 July to 5 September 2026. For the quantitative series, cumulative numbers of collected packaging units and registered users were manually extracted from dated official announcements and posts. The number of days since national rollout was calculated using 1 July 2026 as the launch date. Where a value was not reported in the corresponding official source, it was left missing rather than estimated; specifically, the registered-user count for 13 August 2026 was not reported and therefore remains blank in the dataset. No interpolation or imputation was applied. The workbook also provides a source log covering the official materials used to document the early implementation and development of DOA. Original URLs are included to allow users to trace the reported information to its public source. The quantitative series can be reproduced by consulting the dated source URLs, extracting the reported cumulative collection and registered-user figures, and arranging the observations chronologically using the same 1 July 2026 baseline.
