Ukraine's State Budget in Real (Inflation-Adjusted) Terms, 2008-2025
Description
This dataset re-expresses Ukraine's state budget revenue, expenditure and deficit (2008-2025) in constant 2008 prices, alongside nominal figures and year-on-year nominal vs. real growth rates, by deflating the nominal UAH series with the national cumulative Consumer Price Index. The dataset supports research distinguishing genuine fiscal expansion from price-level effects — in particular, disentangling how much of the large 2022-2025 nominal budget growth reflects real (volume) spending growth on defence and social support versus wartime inflation. METHODOLOGY & SOURCES Nominal revenue, expenditure and deficit figures in UAH are taken directly from the Ministry of Finance of Ukraine's official state budget execution reporting (identical to the values in the author's companion "State Budget Execution Panel" dataset) and are not modified. The deflator is built from the author's companion "Cumulative CPI Chain Index" dataset (itself sourced from official Derzhstat CPI data, December-to-December, chain-linked, base 2000=100). This dataset rebases that index to 2008=1.000 (cpi_deflator_2008base) and divides each year's nominal UAH figure by the deflator to obtain the figure in constant 2008 prices. This is a standard single-deflator approach; it does not distinguish between different price indices for government consumption versus general consumption (a GDP deflator or government-expenditure-specific deflator would differ from the CPI-based deflator used here), which users conducting more granular fiscal analysis should bear in mind. Growth rates (revenue_growth_real_pct, expenditure_growth_real_pct) are calculated on the real (deflated) series and are left blank for 2008, the first year in the panel, for which no prior-year comparison exists.
