This Code is offered out of respect — respect for the Iranian people, and respect for Islam itself — in the conviction that human rights are not a foreign import but the will of God. The Quran declares: "We have honored the children of Adam" (17:70). Dignity was bestowed by the Creator upon every human being; no government grants it, and no government may take it away. I have written two versions of this Code, and both are meant for Iran. The first is written for today — for the Islamic Republic as it exists, arguing from within its own tradition and its own faith. The second is written for tomorrow, for a day when knowledge and understanding become a universal gift shared by all. They are not rivals. They are two doors into the same house. This paper therefore argues from within the Islamic tradition. Every right defended here is defended not against Islam, but through it.
