Description
This document contains the full English version of a structured survey instrument used to gather data on inter-municipal cooperation and waste governance in Latin American municipalities. The survey was designed for municipal officials involved in solid waste management and includes sections on collection, classification, final disposal, governance structures, budgeting, and sustainability indicators. The data gathered informed a fuzzy-set Qualitative Comparative Analysis (QCA) of governance configurations and sustainability outcomes. The English version was used for pre-testing, dissemination to international partners, and documentation. It is deposited here to enable transparency, replication, and reuse by researchers, policymakers, or practitioners interested in municipal cooperation and sustainable waste management.

Steps to reproduce
The data were collected using a structured survey instrument designed specifically for this research. The survey targeted municipal officials directly involved in solid waste management in Latin America. It was developed based on a review of existing sustainability and governance literature and structured into thematic blocks including: general municipal data, waste collection and disposal practices, inter-municipal cooperation, financial data, and citizen participation. The survey was created and distributed via the Qualtrics platform in 2022. It was disseminated through national associations of municipalities, institutional mailing lists, and social media channels in 17 Latin American countries. Respondents participated voluntarily and anonymously, and were screened to ensure they were municipal officials. Responses were validated using Qualtrics geolocation tools and cross-checked with desk research and official records. A total of 107 valid responses were collected. After applying QCA methodological standards, a final sample of 36 municipalities was calibrated for analysis. The dataset was analyzed using fuzzy-set Qualitative Comparative Analysis (fsQCA), allowing the identification of combinations of governance and financial conditions that lead to specific sustainability outcomes. This Mendeley record contains the original survey instrument in both English and Spanish, enabling replication, adaptation, and further application in comparative studies or other regional contexts.
