Whereas legislative power is bestowed to Parliament and the legislative decentralization of power has taken root in Uganda, Subordinate legislation is being crippled by the legal and Institutional factors that would be based on to promote efficient administration and Governance in Mbarara District Local Government Council. This paper aims at analyzing the legal and Institutional factors affecting subordinate Legislation in Mbarara District. This article observes that Mbarara District Local Government Council should implement an annual sectorial policy assessment; policy frameworks and guidelines or a general policy and standards manual handbook should be crafted for District Local Government Councils to reduce on the factors affecting subordinate legislation in Local Government Councils as Administrative Government units so as to enhance her level of Governance which would help the District promote her socio-economic development goals in the District.
