Ukraine's Consolidated Budget Deficit and Public Debt, 2020-2024
Description
This dataset tracks Ukraine's consolidated (general government) budget revenue, expenditure, and balance, alongside the total stock of state and state-guaranteed debt and domestic government securities outstanding, from 2020 to 2024. The dataset is designed to complement this author's banking sector dataset series, in particular the Capital and Government Bonds dataset (Dataset 6) and the conference paper / journal article on the banking sector profitability paradox during the full-scale war. It quantifies the fiscal financing need that underlies the "banks as a channel for sovereign debt financing" mechanism discussed there: the consolidated budget deficit grew from UAH 237.1 billion in 2020 to UAH 1,356.5 billion in 2024, more than a 5.7-fold increase, while total state and guaranteed debt grew from UAH 2,551.9 billion to UAH 6,981.0 billion over the same period. The dataset also enables a bank-share-of-domestic-debt calculation: comparing Domestic_Govt_Securities_Outstanding_UAH_bn (all holders) against this author's Dataset 6 (banks' holdings only) shows that the banking sector's share of total domestic government securities fell from approximately 59% at end-2020 to approximately 38% at end-2022, before partially recovering to approximately 46-48% by 2023-2024 - indicating that non-bank financing channels (the National Bank of Ukraine and retail war bonds, most likely) absorbed a growing share of government financing during the most intense phase of the war. METHODOLOGY & SOURCES Data were manually compiled from the Ministry of Finance of Ukraine's official statistical yearbook "Budget of Ukraine 2024" (Бюджет України 2024), sections 1.3 (State debt and State guaranteed debt) and 1.4 (General government operations). Figures follow IMF GFSM 1986 methodology as applied by the Ministry, excluding privatization receipts (treated as financing) and, from Q2 2014 onward, excluding temporarily occupied territories. One derived column (Debt_to_Revenue_Ratio) is a simple, transparent arithmetic ratio, documented in the Dictionary sheet.
