Ukraine's Regional Consumer Price Index Panel, 2001-2025
Description
This dataset provides an annual, region-level panel of Ukraine's Consumer Price Index (CPI), December-to-December change, for all 27 first-level administrative regions (24 oblasts, the Autonomous Republic of Crimea, and the cities of Kyiv and Sevastopol), covering 2001 to 2025. The dataset is designed to support research on regional divergence in inflation dynamics in Ukraine and the effects of major shocks (the 2008-2009 global financial crisis, the onset of war and territorial occupation from 2014, and the full-scale invasion from 2022) on regional price stability, as well as clustering of regions by inflation vulnerability. METHODOLOGY & SOURCES Figures are taken directly from Derzhstat's official Consumer Price Index publication. No figures have been estimated or interpolated. The regional breakdown is published by Derzhstat at annual (December-to-December) frequency only; monthly and quarterly regional CPI breakdowns are not published in the source used and are therefore not included here. CPI values for the Autonomous Republic of Crimea and the city of Sevastopol are left blank from 2014 onward, and this is a genuine data gap documented by Derzhstat itself: since 2014 Derzhstat has not published CPI for these temporarily occupied territories, and since 2015 the CPI for Donetsk and Luhansk oblasts is published excluding parts of those oblasts under temporary occupation (Donetsk and Luhansk retain full annual series in this dataset, per Derzhstat's own methodological note). ISO 3166-2:UA codes were assigned by the author based on the official ISO 3166-2:UA standard; they are not part of the original Derzhstat publication.
