Description

Hand-coded municipal environmental target commitment dataset for 337 Chinese prefectural cities (2003–2020), sentence-level coding sheets from 2,270 government work reports, the coding protocol, policy-extraction code (Python), and full analysis code (Stata/R). Accompanies the manuscript "Environmental Target Commitments and Firm Entry in China: A Boom with a Modest Green Tilt." Licensed business registration microdata are not included.

Steps to reproduce

1. Unzip the package. It contains: data/ (commitment coding for 337 prefectural cities 2003-2020, sentence-level coding sheet, yearbook covariates, neighbor lists), protocol/ (coding protocol), code_policy/ (Python extraction and assembly), code_analysis/ (Stata/R estimation). 2. Optional - rebuild the commitment dataset from the coding sheets: run code_policy/gwr_extract.py, then gwr_code_v2.py and gwr_final_assemble.py (paths are configured at the top of each script). 3. Estimation: open code_analysis/00_master.do and set the root path. Place the licensed registration-based city-year panel in analysis/data/ (these business registration microdata cannot be redistributed; see README). Run 00_master.do - scripts 01-07 execute in order and reproduce all tables and figures of the paper (Tables 1-8, A1-A2; Figs. 5-9, A1-A2). 4. Software: Stata 17+ with ssc packages reghdfe, ftools, ppmlhdfe, winsor2, csdid, drdid, eventstudyinteract, did_multiplegt, bacondecomp, estout, honestdid; R packages HonestDiD and did (for honestdid.R); Python 3.10+ with pandas (for code_policy/). 5. See README.md for the full data dictionary and variable definitions.
