Data was gathered through a face-to-face survey conducted in Hanoi in May 2022, shortly after the Vietnamese government’s announcement of the “new normal” life post-COVID-19. The long uncertainty circumstance had affected the Hanoi residents’ lives, both migrants’ and locals’, in many aspects, spritual and physical ones. This situation underscored the different expectations between Hanoi migrants and local-born people towards this city, and thus, offers valuable insights into their levels of attachment to Hanoi. During challenging time, will they remain hopeful about future opportunities in this city and stay committed to contributing to its development, or will they leave to seek new opportunities elsewhere? A simple stratified sampling method was employed to ensure the representation of the Hanoi population, based on the Hanoi population proportions derived from the latest census (Vietnam Statistics, 2019) before the pandemic. Migrants in Hanoi are defined as Vietnamese people who are living in Hanoi and register their residential status as KT3 and KT4 with the local authority’s administration according to the Vietnam Residence Law 2006. KT3 means a person who was born and registered their permanent residence address in another province but is living in Hanoi under a long-term temporary residence address. KT4 means a person who was born and registered their permanent residence address in another province but is living in Hanoi under a short-term (less than one year) temporary residence address, A KT4 person has to declare their planned staying time with the local authority, while a KT3 person does not have to. However, it is understandable that KT3 and KT4 people may go back and forth many times between Hanoi and their home places (where they register their permanent residence). Local-born people in Hanoi are defined as Vietnamese people who are living in Hanoi with the residential status as KT1 and KT2 according to the Vietnam Residence Law 2006. Locals in Hanoi with KT1 status means a person who was born in Hanoi, registered their permanent residence address here and live in that address. Locals in Hanoi with KT2 status means a person who was born in Hanoi, registered their permanent residence address in one district and live in another one in Hanoi. There are 1177 residents participated in the survey. They were approached in public areas in seven main urban districts of Hanoi, namely Hoan Kiem, Hai Ba Trung, Dong Da, Ba Dinh, Tay Ho, Cau Giay, and Hoang Mai. After reviewing, the study eliminate those participants with KT4 residential status out of the analysis as we expect to recruit those migrants who have lived in Hanoi for at least a year so that they had developed a bond to this city. Finally, 905 responses were selected for data analysis, comprising 400 local-born residents, and 505 migrants from other provinces to Hanoi. As the questionnaire was anonymous, it is believed that all respondents answered the questionnaire honestly.
