This research on governance challenges employed qualitative data collected through 10 semi-structured interviews with experts who were either directly involved in or indirectly connected to the TradeLens project. The participants included administrative officials, stakeholders, and researchers possessing firsthand knowledge or significant insight into the governance dynamics of TradeLens. The interviews explored key themes such as transparency, participatory decision-making, and resource management, following a framework grounded in the existing literature. All interviews were conducted either in person or via online platforms, and explicit consent was obtained from each participant prior to recording. Participants were informed about the purpose of the study, the voluntary nature of their involvement, and confidentiality measures in place. The collected data were analyzed using NVivo software to ensure systematic coding and thematic analysis. Ethical considerations were rigorously observed, with approval granted by the institutional ethics committee, ensuring that the study adhered to ethical standards and safeguarded participant confidentiality. This methodological approach provided deep and nuanced insights into the governance challenges encountered within the TradeLens ecosystem.

Data Collection Methodology The data used in this research on the challenges of governance is qualitative and was collected through semi-structured interviews. Target population: The participants include 10 governance experts, comprising administrative officials, policymakers, and researchers, selected for their experience and role in decision-making processes. Data collection method: A total of 10 semi-structured interviews were conducted. These interviews explored the participants' perceptions of key governance challenges, such as transparency, participatory decision-making, and resource management. The discussions were guided by a thematic framework developed from existing literature. Period and location of data collection: The data was collected between December 2023 and November 2024. The interviews were conducted either in person or online (via platforms like Zoom), depending on geographic constraints and participants' availability. Tools used: The interviews were recorded with the informed consent of the participants, then transcribed and analyzed using NVivo software for an in-depth thematic analysis. Ethical considerations: All participants provided explicit verbal consent prior to participating in the interviews, after being fully informed about the objectives of the study, the voluntary nature of their participation, and the confidentiality of their responses. The research received approval from the institution's ethics committee, ensuring adherence to ethical standards and the responsible use of data solely for scientific purposes. The data were then refined to ensure their relevance and coherence. The results were color-coded to reflect the five main governance challenges identified in the study. Ethical considerations included consent forms guaranteeing confidentiality and approval by the institution's ethics committee. This approach enabled the collection of rich and structured insights into governance challenges.
