Coded corpus of the twelve outcome reports of the United Nations Commission on the Status of Women, fifty-ninth to seventieth sessions (2015–2026)
Description
This dataset contains the complete coded corpus underlying a documentary analysis of how surgical care appears in global gender policy. The twelve consecutive outcome reports of the United Nations Commission on the Status of Women, covering the fifty-ninth (2015) to the seventieth (2026) session and 609 pages of adopted text, were segmented into policy clauses and coded against a 33-code, six-domain codebook. The codebook was specified a priori and derived from terminology already adopted internationally: World Health Assembly Resolution 68.15, the six core indicators of the Lancet Commission on Global Surgery, and the Essential Surgery volume of Disease Control Priorities. The unit of analysis is the individual policy clause, defined as a discrete statement conveying a complete policy idea or recommendation. For every codification it records the session, the page and structural location within the source report, the verbatim clause as adopted, the domain and code assigned, a written justification, the specific inclusion criterion applied, and any exclusion criterion considered. Each session file closes with two summary tables, by domain and by code, in which codes never applied are retained at zero so that the availability of every code is visible. Two features of the codebook are worth noting for anyone reusing these data. The surgical visibility domain operationalises representation as a gradient: explicit surgical care, procedure-based indicators, surgical workforce training, implicit surgical care, and system proxies, which permits the analytic distinction between absence of the term and absence of the concept. The omission and invisibility domain was applied to clauses in which surgical care was clinically or programmatically implicated by the subject matter but was not named, which converts omission from an inference into a countable observation.

Steps to reproduce
Each of the twelve files follows the same structure. Under a heading giving the structural location in the report, each coded clause appears as a line with page number, location, and the coding number or numbers assigned; then the verbatim clause as adopted; then a table with one row per codification, with columns for domain, code, justification, inclusion criterion applied, exclusion criterion considered, and observations. Coding numbers run consecutively from 1 within each session, one number per codification. Each file closes with two summary tables, by domain and by code. Read the codebook before reusing the data. The boundaries between adjacent codes, maternal health against reproductive health, access against access disparities, systems-based framing against service delivery framing, are defined explicitly there, and the exemplars show where each line was drawn in practice.
