Ukraine's Gross External Debt Panel, by Institutional Sector, Maturity and Instrument, 2015-2025
Description
This dataset provides an annual (end-of-year), long-format panel of Ukraine's gross external debt, per the IMF's Balance of Payments and International Investment Position Manual (BPM6) methodology, covering 2015 to 2025. Gross external debt is a whole-economy concept: it covers not only the state, but also the National Bank of Ukraine, banks, other financial and non-financial corporations, households, and intercompany debt between direct investors and their Ukrainian affiliates. It should not be confused with "public debt" (which covers general government only, a subset of this dataset). The dataset is designed to support research on the sectoral transformation of Ukraine's external liabilities, the shift from private to sovereign borrowing since 2022, and short-versus-long-term external financing risk during wartime. METHODOLOGY & SOURCES Figures are taken directly from the National Bank of Ukraine's official Gross External Debt publication and are not estimated or interpolated. The hierarchical source table (sector > maturity > instrument) has been converted to tidy long-format data. Every year's set of rows sums exactly (within +/-1 million UAH of source rounding) to the published "Валовий зовнішній борг" (Gross external debt) total for that year. One genuine, source-documented coverage change is preserved rather than smoothed over: from 2015 to 2019, NBU published "Other sectors" only as a single aggregate; from 2020 onward, NBU began splitting "Other sectors" into "Other financial corporations" and "Non-financial corporations, households and NPISH". Users combining years before and after 2020 at the sub_sector level should be aware of this break; at the sector level ("Other sectors" as a whole) the series is fully consistent across 2015-2025.
