Steps to reproduce
1. Collect municipal documents from public sources including the National Institute of Statistics (INS), the Programme National de Développement Participatif (PNDP), and municipal websites. 2. Download the documents in PDF format and organize them into a local repository. 3. Process the documents using a hybrid pipeline: - Extract native text from PDFs using PyMuPDF. - Apply OCR using Tesseract (PyTesseract) for scanned pages. 4. Extract metadata such as document title, publication date, source institution, and number of pages. 5. Extract embedded images from the PDF files and store them separately. 6. Structure the final dataset into CSV and JSON files containing: filename, extracted text, metadata, and image references. 7. Store the processed dataset and metadata in the CivicDataset repository.
