This dataset contains information on the attendance of municipal health managers at meetings of the Regional Intermanagerial Commissions (Comissões Intergestores Regionais – CIR) in the Metropolitana I and Médio Paraíba health regions of Rio de Janeiro, Brazil, between 2012 and 2023. The identified participants were recorded and classified according to their institutional roles and municipalities of representation. Attendance records were then organized into a longitudinal dataset, allowing for the identification of individual participation patterns and comparisons across municipalities, years, and health regions. Annual attendance rates were calculated based on the participation of municipal health managers in CIR meetings, and annual averages were subsequently computed for each health region. These calculations provided the data used to produce Figure 5, which compares the average attendance of municipal health managers at Metropolitana I and Médio Paraíba CIR meetings between 2013 and 2023.
